A CONSTITUTIONAL SCHOOL FUNDING SYSTEM
Fixing school funding and improving education opportunities for every Ohio student!
Ohio's commitment to public school funding hasn't been easy. In a year with overall budget cuts, Ohio leaders managed to preserve school funding and apply federal stimulus funds to our schools.
The result? Combined federal and state funds will increase by 5.7% this school year. (For a chart of state and federal aid by school district, click here.)
And school funding is a true priority, nearly 41% of Ohio's state budget, compared to only 34.5% in 1992. That's the biggest share of Ohio spending for public schools in 30 years! 
But in the years ahead, Ohio will try to live up to the promise of full funding for the Evidence Based Model for school reform. Fully funded, Ohio's new system will move the state's share of overall education spending up to 61% of what Ohio's school districts need, vs. 49% today.
The change won't happen overnight, and there is flexibility built into the new funding system and standards to provide school districts time to phase in the changes .
School districts can request waivers to get more time to provide classroom space and teachers for initiatives like all-day Kindergarten and smaller class sizes, with permission from the Ohio Department of Education.
But Ohioans expect significant improvement in our schools for this investment, including curriculum and accountability standards based on 21st century skills and a commitment to science, technology, engineering and mathematical education.
